'shylock' can be an answer for 'character' (I have seen 'Shakespearean character' mean 'shylock' so perhaps 'character' could also mean 'shylock'). I'm not certain of the 'bad' bit.

'short of' becomes 'shy' (I've seen this in another clue).
'hair?' becomes 'lock' (a lock of hair).
