'in' is an insertion indicator.
'europe' becomes 'na' (I am not sure about this - if you are sure you should give a lot more credence to this answer).
'deceased' becomes 'late' (late can mean dead).
'na'+'late'='nalate'
'mep' inserted into 'nalate' is 'NAMEPLATE'.
