Although both the answer and definition are singular nouns, I cannot understand how one could define the other.

'half-hearted old tory enforcer' is the wordplay.
'half' becomes 'dutch' (I have seen 'Better half' mean 'dutch' so perhaps 'half' could also mean 'dutch').
'hearted' says to take the centre.
'old tory enforcer' becomes 'ibet' (I can't justify this - if you can you should believe this answer much more).
The centre of 'dutch' is 't'.
't'+'ibet'='TIBET'
