I believe the answer is:

'in' means one lot of letters goes inside another.
'briefly' means to remove the last letter.
'shed light' becomes 'lit' (similar in meaning. I am not sure about the 'shed' bit.).
'gchq' with its final letter removed is 'gch'.
'gch' going around 'lit' is 'GLITCH'.
