'local punching setter' is the wordplay.
'local' becomes 'inn' (local can mean someone's local pub).
'punching' means one lot of letters goes inside another (inserted letters punch or puncture others).
'setter' becomes 'gel' (something which sets).
'inn' placed within 'gel' is 'GINNEL'.
