Crossword Genius

One counting, presumably, on first of Scottish reels (7)

Ross

I believe the answer is:

totters

I'm a little stuck... Click here to teach me more about this clue!

'reels' is the definition.
(I've seen this before)

'one counting presumably on first of scottish' is the wordplay.
I cannot really understand how this works, but
'on' could be 'to' and 'to' is found within the answer.
'first of scottish' could be 's' (1st letter of 'scottish') and 's' is found in the answer.
This may be the basis of the clue (or it may be nonsense).

Can you help me to learn more?

(Other definitions for totters that I've seen before include "Scrap dealers" , "Walks unsteadily" , "rocks" , "salvage-collectors" , "Staggers" .)
