Ross

I believe the answer is:

chose

I'm a little stuck... Click here to teach me more about this clue!

'saw fit' is the definition.
('choose' can be a synonym of 'see fit')

'cold water in the garden' is the wordplay.
I cannot really understand how this works, but
'cold' could be 'c' (eg on taps) and 'c' is found within the answer.
'water' could be 'hose' (water a flowerbed say) and 'hose' is present in the answer.
No letters remain.
This may be the basis of the clue (or it may be nonsense).

'to have' acts as a link.

Can you help me to learn more?

(Other definitions for chose that I've seen before include "item from Paris" , "Selected" , "Picked" , "article from Paris" , "Determined" .)
