'shabby stores scotsman' becomes 'abor' (I can't justify this - if you can you should believe this answer much more).
'has' becomes 'bursts with' (bursting with is a kind of having).
'in centre' indicates the central letters.
The middle letters of 'burstswith' are 'ts'.
'abor'+'ts'='ABORTS'
