(I've seen this before)

'state troubles with withdrawal of currency' is the wordplay.
I cannot quite understand how this works, but
'state' could be 'aver' (both can mean to declare) and 'aver' is present in the answer.
This may be the basis of the clue (or it may be nonsense).
