'future perfect' can be an answer for 'tense' (I've seen this before). I'm not certain of the 'optimist's view?' bit.

'tense optimist's view?' is the wordplay.
'tense' becomes 'future' (future is a kind of tense).
'optimist's view?' becomes 'perfect' (I can't explain this - if you can you should believe this answer much more).
'future'+'perfect'='FUTURE-PERFECT'
