I believe the answer is:

'till' becomes 'to' (I can't justify this - if you can you should give a lot more credence to this answer).
'broken by' means one lot of letters goes inside another (inserted letters break into the word).
'whiskey' becomes 'W' (phonetic alphabet: alpha, bravo, charlie etc.).
'to' enclosing 'w' is 'TWO'.
