Crossword Genius

Where to speak out with no cold voice (5)

Ross

I believe the answer is:

savoy

I'm a little stuck... Click here to teach me more about this clue!

'where to speak' is the definition.
Although both the answer and definition are singular nouns, I cannot understand how one could define the other.

'with no cold voice' is the wordplay.
'with' means one lot of letters goes inside another.
'no cold' becomes 'vo' (I am not sure about this - if you are sure you should believe this answer much more).
'voice' becomes 'say' (I've seen this in another clue).
'vo' going into 'say' is 'SAVOY'.

'out' is the link.

Can you help me to learn more?

(Other definitions for savoy that I've seen before include "Type of cabbage - London theatre" , "A cabbage; some Operas" , "Cabbage; hotel" , "area of France" , "Variety of cabbage" .)

I've seen this clue in the Evening Standard.
