'couple of' shows that letters should be duplicated.
'lines on' becomes 'l' (abbreviation as in lines of poetry. I am not sure about the 'on' bit.).
'paper' becomes 'times' (The Times or The New York Times).
'briefly' means to remove the last letter.
'l' duplicated is 'll'.
'times' with its final letter taken away is 'time'.
'a'+'ll'+'time'='ALL-TIME'
