Although both the answer and definition are singular nouns, I cannot understand how they can define each other.

'a hired vehicle' is the wordplay.
'a hired' becomes 'taxi' (I am not sure about this - if you are sure you should believe this answer much more).
'vehicle' becomes 'cab' (cab is a kind of vehicle).
'taxi'+'cab'='TAXICAB'
