A kind of college for voters (9)
I believe the answer is:
electoral
'a kind of college' is the definition.
(I've seen this in another clue)
'for voters' is the wordplay.
I cannot quite understand how this works, but
'for' could be 'to' (eg both can mean 'in the opinion of') and 'to' is found in the answer.
This explanation may well be incorrect...
Can you help me to learn more?
(Other definitions for electoral that I've seen before include "Relating to the voting system" , "Regarding choices" , "type of roll" , "on the voting register" , "concerning voters" .)
