'peremptory refusal' becomes 'shant' (I am not sure about this - if you are sure you should give a lot more credence to this answer).
'by' says to put letters next to each other.
'one' becomes 'i' (Roman numeral).
'a'+'shant'+'i'='ASHANTI'
