(place with drinks on tap)

'milk? hotel by river' is the wordplay.
'milk?' becomes 'tap' (both can mean to exploit or use).
'hotel' becomes 'h' (phonetic alphabet: alpha, bravo, charlie etc.).
'by' says to put letters next to each other.
'river' becomes 'Ouse' (Yorkshire river).
'tap'+'h'+'ouse'='TAPHOUSE'

(Other definitions for taphouse that I've seen before include "Place to drink" , "Inn" , "pub" .)
