Although both the answer and definition are singular nouns, I don't see how they can define each other.

'western alliance' becomes 'nato' (I've seen this in another clue).
'set up' is a reversal indicator (in a down clue, letters go up).
'to pin down' becomes 'nail' (I've seen this before).
'nail' reversed gives 'lian'.
'a'+'nato'+'lian'='ANATOLIAN'
