A whole car, or just the bumper (6)
I believe the answer is:
dodgem
'a whole car' is the definition.
'dodgem' can be an answer for 'car' (I've seen this before). I'm not certain of the 'a whole' bit.
I don't understand how the remainder of the clue works.
Can you help me to learn more?
(Other definitions for dodgem that I've seen before include "Car used in fairground" , "Fairground amusement vehicle" , "ride - with 14a" , "Electric car" , "Bumper car" .)
