'Tangier' can be an answer for 'city' (city in Morocco). I am not certain of the 'african' bit.

I cannot really understand how this works, but
'zest' could be 'tang' (synonyms) and 'tang' is found in the answer.
The remaining letters 'ier' is a valid word which might be clued in a way I don't understand.
