Both the answer and definition are adverbs. Perhaps there's a link between them I don't understand?

'street' becomes 'st' (abbreviation).
'parking' becomes 'p' (abbreviation on road signs).
'limits' means one lot of letters goes inside another (limit can mean to contain or block off).
'no'+'p'='nop'
'on'+'st'='onst'
'onst' going inside 'nop' is 'NON-STOP'.
