I believe the answer is:

attract

'allure' is the definition.
(I've seen this in another clue)

'cheers up area' is the wordplay.
'cheers' becomes 'ta' (both can informally mean thank you).
'up' shows that the letters should be reversed in order (in down clue: letters go upwards).
'area' becomes 'tract' (tract is a kind of area).
'ta' back-to-front is 'at'.
'at'+'tract'='ATTRACT'

(Other definitions for attract that I've seen before include "Lure" , "Exert a pull upon" , "Draw towards one, as magnet does metal" , "Entice" , "Behave like a magnet" .)
