'fall over' becomes 'trip' (I've seen this in another clue).
'in' means one lot of letters goes inside another.
'proper' becomes 'real' (similar in meaning).
'trip' with its final letter taken off is 'tri'.
'tri' going within 'real' is 'RETRIAL'.
