The answer and definition can be both related to property as well as being plural nouns.
Perhaps there's an association between them I don't understand?

'boats on edge of a river delta' is the wordplay.
'boats' becomes 'rafts' (I have seen 'Flat boats ' mean 'rafts' so perhaps 'boats' could also mean 'rafts').
'on' is a charade indicator (letters next to each other).
'edge of a river' becomes 'bank' (I am not sure about this - if you are sure you should give a lot more credence to this answer).
'delta' becomes 'd' (phonetic alphabet: alpha, bravo, charlie etc.).
'bank'+'d'='bankd'
'rafts' put after 'bankd' is 'BANK DRAFTS'.
