'charge' becomes 'fee' (fee is a kind of charge).
'protecting' is an insertion indicator (inserted letters are held or protected).
'valuable sources' becomes 'ores' (I have seen 'Sources of metal ' mean 'ores' so perhaps 'sources' could also mean 'ores'. I am not sure about the 'valuable' bit.).
'fee' placed around 'ores' is 'FORESEE'.
