'headless' means to remove the first letter.
'spirit' becomes 'zeal' (I've seen this in another clue).
'with' becomes 'and'.
'sign of hesitancy' becomes 'er' (sound made when hesitating).
'knew' with its initial letter removed is 'new'.
'new'+'zeal'+'and'+'er'='NEW ZEALANDER'
