'effect from flash' is the definition.
'red eye' can be an answer for 'effect' (I have seen 'Effect of shooting' mean 'red eye' so perhaps 'effect' could also mean 'red eye'). I'm not sure about the 'from flash' bit.

'aperture set below light to stop' is the wordplay.
I cannot quite see how this works, but
'aperture' could be 'eye' (I've seen this before) and 'eye' is located in the answer.
'light' could be 'red' (red light is a kind of light) and 'red' is found within the answer.
No letters remain.
This explanation may well be incorrect...
