I believe the answer is:

attracted

I'm a little stuck... Click here to teach me more about this clue!

'appealed to' is the definition.
('attract' can be a synonym of 'appeal to')

'law to stop free trade agreement's completion' is the wordplay.
I cannot quite understand how this works, but
'law' could be 'act' (I've seen this before) and 'act' is located in the answer.
This explanation may well be incorrect...

Can you help me to learn more?

(Other definitions for attracted that I've seen before include "Exerted a gravitational pull" , "Drawn by magnetism" , "Drew to, magnatized" , "Allured, magnetized" , "Acted like a magnet (90" .)

I've seen this clue in The Independent.
