Arrange winning a tennis match? (3,2)

Ross

I believe the answer is:

set up

'arrange' is the definition.
(synonyms)

'winning a tennis match?' is the wordplay.
I cannot really understand how this works, but
'winning' could be 'up' (I've seen this in other clues) and 'up' is present in the answer.
'match?' could be 'set' (matching is a kind of setting) and 'set' is present in the answer.
No letters remain.
This explanation may well be incorrect...

(Other definitions for set up that I've seen before include "Informally, the structure of an organisation" , "Exalt - arrange - begin" , "Assemble - design - establish" , "Established" , "Organise; mount" .)

I've seen this clue in The Times.
