I believe the answer is:

Although both the answer and definition are plural nouns, I can't understand how they can define each other.
'arranged chess board' is the wordplay.
'arranged' becomes 'set' (similar in meaning).
'chess board' becomes 'pieces' (I can't explain this - if you can you should believe this answer much more).
