I believe the answer is:
set-up
'arrangement' is the definition.
(I've seen this before)
'not laid down?' is the wordplay.
I cannot quite see how this works, but
'laid' could be 'set' (synonyms) and 'set' is found in the answer.
The remaining letters 'up' is a valid word which might be clued in a way I don't see.
This explanation may well be incorrect...
