'colonnade' can be an answer for 'row' (I've seen this before). I am not certain of the 'of posts' bit.

'arranges to find no-one clad' is the wordplay.
'no-one clad' can be anagrammed to 'COLONNADE'.
However, I am not sure how the anagram is indicated.
