I believe the answer is:
stockholders
'dividends' is the definition.
Although both the answer and definition are plural nouns, I cannot understand how they can define each other.

I cannot quite see how this works, but
'cattle' could be 'stock' (I've seen this before) and 'stock' is found within the answer.
The remaining letters 'holders' is a valid word which might be clued in a way I don't see.
This may be the basis of the clue (or it may be nonsense).
