I believe the answer is:

violin

'fiddle' is the definition.
(I know that fiddle can be written as violin)

'as some might say despicable local' is the wordplay.
I cannot quite see how this works, but
'as' could be 'in' (I've seen this in other clues) and 'in' is located in the answer.
The remaining letters 'viol' is a valid word which might be clued in a way I don't understand.
This may be the basis of the clue (or it may be nonsense).

(Other definitions for violin that I've seen before include "Instrument with bow" , "It'a played with a bow" , "Instrument with four strings" , "A stringed musical instrument, say a Stradivarius" , "An elevated fiddle" .)
