'mikado' can be an answer for 'leader' (I have seen 'national leader' mean 'mikado' so perhaps 'leader' could also mean 'mikado'). I am not sure about the 'asian' bit.

'toppled asian leader? commotion follows' is the wordplay.
'toppled' is a reversal indicator (in a down clue, letters go up).
'asian leader?' becomes 'kim' (I can't explain this - if you can you should believe this answer much more).
'commotion' becomes 'ado' (ado is a kind of commotion).
'follows' says to put letters next to each other.
'kim' in reverse letter order is 'mik'.
'mik'+'ado'='MIKADO'
