'by' means one lot of letters go next to another.
'skills' becomes 'arts' (art can mean a skill or talent).
'from the east' shows that the letters should be reversed in order (on a map from right to left).
'arts' back-to-front is 'stra'.
'fed' put after 'stra' is 'STRAFED'.
