I believe the answer is:

off air

'not being played on the radio' is the definition.
(not live on air)

'bad tune' is the wordplay.
'bad' becomes 'off' (eg meat that's gone off is bad).
'tune' becomes 'air' (air can mean a piece of music).
'off'+'air'='OFF-AIR'

(Another definition for off air that I've seen is " Not broadcasting".)
