'no longer the one who was in command' is the wordplay.
'no longer' becomes 'ex' (prefix meaning former or onetime).
'the one who' becomes 'i' (I can't explain this - if you can you should give a lot more credence to this answer).
'was in command' becomes 'led' (I've seen this in another clue).
'ex'+'i'+'led'='EXILED'
