I think it could be either:

(I have seen 'Small cafe ' mean 'snack bar' so perhaps 'cafe' could also mean 'snack bar')

'barack's worried about new' is the wordplay.
'worried' is an anagram indicator.
'about' is an insertion indicator.
'new' becomes 'n'.
'baracks' anagrammed gives 'sackbar'.
'sackbar' placed around 'n' is 'SNACK-BAR'.

(Other definitions for snack bar that I've seen before include "Place to buy light meals" , "Place to obtain light refreshments" , "Place that sells mini-meals for cab ranks" , "Light food outlet" , "Simple food outlet" .)
