(I've seen this before)

'a crossword compiler from eire' is the wordplay.
I cannot quite understand how this works, but
'compiler' could be 'setter' (both can mean a writer of crosswords) and 'setter' is found in the answer.
'from eire' could be 'irish' (I've seen this before) and 'irish' is present in the answer.
This accounts for all the letters.
This explanation may well be incorrect...
