low voice

(I've seen this in another clue)
'intended to be barely audible?' is the wordplay.
I cannot really see how this works, but
'barely audible?' could be 'low' (I've seen this in another clue) and 'low' is present in the answer.
The remaining letters 'voice' is a valid word which might be clued in a way I don't understand.
This explanation may well be incorrect...
