Be inclined to charge inappropriately? (4,2,9)
I believe the answer is:
tilt at windmills
'charge inappropriately?' is the definition.
I don't know anything about this answer so I cannot judge whether this works.
'be inclined to' is the wordplay.
I cannot quite see how this works, but
'be' could be 'wind' (winding is a kind of being) and 'wind' is located in the answer.
'to' could be 'til' (I've seen this in another clue) and 'til' is found within the answer.
This may be the basis of the clue (or it may be nonsense).
(Other definitions for tilt at windmills that I've seen before include "Attack imaginary enemies or evils" , "Fight an imaginary enemy (as Don Quixote did)" , "Act quixotically" .)
