Beefy French dish surfed onto rocks without force (9)

Ross

I believe the answer is:

tournedos

I'm a little stuck... Click here to teach me more about this clue!

'beefy french dish' is the definition.
The definition and answer can be both things that one consumes for nourishment as well as being singular nouns.
Perhaps they are linked in a way I don't understand?

'surfed onto rocks without force' is the wordplay.
I cannot really see how this works, but
'force' could be 'rn' (abbreviation for Royal Navy) and 'rn' is present in the answer.
This may be the basis of the clue (or it may be nonsense).

Can you help me to learn more?

(Other definitions for tournedos that I've seen before include "Small round thick beef fillet" , "Pieces of beef" , "Steaks" , "Round thick piece of beef fillet" , "Steak" .)

I've seen this clue in The Independent.
