(to be clad in something is to be dressed in it)

'being cold the young fellow' is the wordplay.
'being cold' becomes 'c' (eg on taps).
'the young fellow' becomes 'lad' (lad can mean a young boy).
'c'+'lad'='CLAD'

(Other definitions for clad that I've seen before include "in dress perhaps" , "Attired" , "Clothed, covered" , "Dressed" , "Cover with insulation" .)
