Although both the answer and definition are plural nouns, I can't see how one could define the other.

'bends over to impress' is the wordplay.
'bends' becomes 'bows' (bowing is a kind of bending).
'over' means one lot of letters goes inside another.
'to impress' becomes 'wow' (wowing is a kind of impressing).
'bows' placed around 'wow' is 'BOWWOWS'.
