The definition and answer can be both to do with social activities as well as being verbs in their -s form.
Maybe there's an association between them I don't understand?

'celebrity on the rise' is the wordplay.
'celebrity' becomes 'star' (a star is a celebrity or famous person).
'on the rise' shows that the letters should be reversed in order (in a down clue, letters go up).
'star' written backwards gives 'RATS'.
