(overpass is a kind of bridge)

'bid too rarely' is the wordplay.
I cannot really understand how this works, but
'bid' could be 'pass' (I have seen 'pointless bid' mean 'pass' so perhaps 'bid' could also mean 'pass') and 'pass' is found within the answer.
The remaining letters 'over' is a valid word which might be clued in a way I don't understand.
This explanation may well be incorrect...
