(I've seen this in another clue)

I cannot quite understand how this works, but
'international' could be 'i' (abbreviation eg in IMF) and 'i' is located in the answer.
The remaining letters 'stars' is a valid word which might be clued in a way I don't see.
This explanation may well be incorrect...
