Bills of fare (3,7)
I believe the answer is:
bus tickets
'bills' is the definition.
The definition and answer can be both related to communication as well as being plural nouns.
Maybe there's an association between them I don't understand?
'fare' is the wordplay.
I cannot really understand how this works, but
'fare' could be 'bus' (bus fare is a kind of fare) and 'bus' is found in the answer.
The remaining letters 'tickets' is a valid word which might be clued in a way I don't see.
This explanation may well be incorrect...
'of' acts as a link.
