Blow your own horn in the third tier? (4)

Ross

I believe the answer is:

crow

I'm a little stuck... Click here to teach me more about this clue!

'blow' is the definition.
(thesaurus)

'your own horn in the third tier?' is the wordplay.
I cannot quite understand how this works, but
'tier?' could be 'row' (eg a row of seats at a theatre) and 'row' is located in the answer.
A single letter 'c' remains which might be clued in a way I don't see.
This explanation may well be incorrect...

Can you help me to learn more?

(Other definitions for crow that I've seen before include "Large black bird" , "Make sound of cock - bird" , "Gloat" , "Ugly old woman" , "Boast gloatingly, American Indian" .)

I've seen this clue in the Sydney Morning Herald.
